Zero Emission Zones in the Netherlands

Since January 1, 2025, the first 18 municipalities in the Netherlands have introduced a zero-emission zone (also known as a zero-emission zone). Around 10 more municipalities and Schiphol Airport will follow later this year. A zero-emission zone is an area where, in time, only emission-free commercial vehicles and trucks will be allowed to drive. This goes further than an environmental zone, where certain polluting vehicles still have limited access.

From January 1, 2025, the most polluting vehicles will be banned first. A transitional arrangement will apply to cleaner vehicles, giving businesses time to make their fleets more sustainable. 

Why zero-emission zones?

Municipalities are introducing these zones to:

  • Improve air quality
  • Reduce CO₂ emissions
  • Promote sustainable mobility

Where will the ZE zones be located?

Eighteen municipalities have now introduced a zero-emission zone. In addition, ten other municipalities and Schiphol Airport have decided to introduce one or are investigating its introduction.

Municipalities with a zero-emission zone:
Amersfoort, Amsterdam, Assen, Delft, The Hague, Eindhoven, Enschede, Gouda, Groningen, Haarlem, 's-Hertogenbosch, Leiden, Maastricht, Nijmegen, Rotterdam, Tilburg, Utrecht, and Zwolle.

A list of postcodes within these zones can be requested via the TLN website. 

Access rules and transitional arrangements

To make the transition feasible for businesses, different start dates apply for each vehicle category:

  • Cleaner delivery vans and newer trucks will be allowed to enter zero-emission zones for longer.

If you do not have access to the zero-emission zone, you may be eligible for an exemption.

Exemptions

If your vehicle does not have access to a zero-emission zone, it may be possible to obtain an exemption in some cases.

  • There are national exemptions and exemptions that only apply in a specific zero-emission municipality.
  • More information about the conditions and applications can be found on the RDW website.
  • Exemptions are currently granted centrally by the participating zero-emission municipalities.

Warning period and fines

Municipalities have agreed that there will be a warning period of at least 6 months after implementation. No fines will be issued during this period.
After this period, you risk a fine if you do not meet the access requirements and do not have an exemption.
