Since January 1, 2025, the first 18 municipalities in the Netherlands have introduced a zero-emission zone (also known as a zero-emission zone). Later this year, around 10 more municipalities and Schiphol Airport will follow suit. A zero-emission zone is an area where, in time, only emission-free commercial vehicles and trucks will be allowed to drive. This goes further than an environmental zone, where certain polluting vehicles still have limited access.

From January 1, 2025, the most polluting vehicles will be banned first. A transitional arrangement will apply to cleaner vehicles, giving businesses time to make their fleets more sustainable. 

Why zero-emission zones?

Municipalities are introducing these zones to:

  • Improve air quality
  • Reduce CO₂ emissions
  • Promoting sustainable mobility

Where will the zero-emission zones be located?

Eighteen municipalities have now introduced zero-emission zones. In addition, 10 other municipalities and Schiphol Airport have either decided to implement them or are investigating their implementation.

Municipalities with a zero-emission zone:
Amersfoort, Amsterdam, Assen, Delft, Den Haag, Eindhoven, Enschede, Gouda, Groningen, Haarlem, ’s-Hertogenbosch, Leiden, Maastricht, Nijmegen, Rotterdam, Tilburg, Utrecht en Zwolle.

Access rules and transitional arrangements

Om de overstap voor ondernemers haalbaar te maken, gelden er verschillende ingangsdata per voertuigcategorie:

  • Cleaner vans and younger trucks will be allowed in zero-emission zones for longer.

Heb je geen toegang tot de zero-emissiezone? Dan kan je mogelijk gebruikmaken van een ontheffing.


Ontheffingen

Wanneer je voertuig geen toegang heeft tot een zero-emissiezone, is het in sommige gevallen mogelijk om een ontheffing te krijgen.

  • Er zijn landelijke ontheffingen en ontheffingen die alleen gelden in een specifieke zero-emissiegemeente.
  • Meer informatie over de voorwaarden en aanvragen vind je op de website van RDW.
  • De ontheffingen worden momenteel centraal verleend door de deelnemende zero-emissiegemeenten.

Waarschuwingsperiode en boetes

Gemeenten hebben afgesproken dat er minimaal 6 maanden na invoering een waarschuwingsperiode geldt. In deze periode worden geen boetes uitgedeeld.
Na deze periode riskeer je een boete als je niet aan de toegangseisen voldoet en geen ontheffing hebt.

Kilometer charge Netherlands 2026
